Can Someone Attend Church All Their Life and Never Be Born Again?

Yes. A person can sit in church all their life and never be born again. Church attendance, rites, and good intentions do not produce the new birth. Only the life of the Holy Spirit coming into the heart makes a new creature.

Repent, believe the Gospel, be baptized in the Name of Jesus Christ, and ask in faith for the Holy Ghost (Acts 2:38; Acts 5:32). The Father gladly gives the Spirit to them that ask Him (Luke 11:13).
